Finland has a clear legal framework for motorised personal mobility devices. Here are the rules you need to know to ride your e-skate legally.
🧭 Official Status
In Finland, electric skateboards are officially recognised, and their classification depends on their speed and motor power.
The country distinguishes three main categories.
📋 Categories
Walking aid → ≤ 15 km/h and ≤ 1 kW
→ considered a pedestrian (pavements allowed).Light electric vehicle → 16–25 km/h and ≤ 1 kW
→ treated as a bicycle, allowed on cycle paths and roads.Moped → beyond 25 km/h or 1 kW
→ registration, insurance and licence required.
👉 Most e-skates on the market are light vehicles: limited to 25 km/h, they remain completely legal.

Minimum age: 15 years old.
Max blood alcohol level: 0.5 ‰ (same limit as for drivers).
Helmet recommended (often required on cycle paths).
Mandatory licence for rental services.
🚧 Where to Ride
Cycle paths: allowed for compliant models.
Roads: allowed where no cycle path exists.
Pavements: only for devices ≤ 15 km/h.
